the pleated skirt was the height of fashion when I was in Sixth Form and every grand lady would wear it for Church, and dinner parties. They would be the envy of the women. Pleated skirts were at first only available in shops in Singapore and so lots of women would ask their husbands to buy for them and their daughters.
Later our local tailor found out that they could iron certain materials bought in shops like Ngui Kee to make permanent pleats.
In that era many women and young ladies looked forward to having pleated skirts to wear for the first day of the Chinese New Year.
Thus we could ask our tailors to make pleated skirts for us at less cost. Many of my outfits for teaching when I started my career had pleated skirts. they made me feel very elegant.

In fact pleated skirts were already very popular in the western world by the 1920's but the most famous pleated skirt must be the one worn by Marilyn Monroe for her movie, "the Seven Year Itch" . 1955.
